Tragedy of the Commons

Everyone's Resource, No One's Responsibility

When a resource is shared and free to take, individually rational use compounds into collective ruin — the pasture, the fishery, the sky. This lesson installs the lens and tours the whole course, from medieval cows to the governance rules that escape the trap.

There is a particular kind of disaster that needs no villain. No greed beyond the ordinary, no malice, no stupidity — just a group of perfectly reasonable people, each doing the sensible thing for themselves, who together walk straight off a cliff that every one of them could see coming. Overfished seas. Drained groundwater. A warming sky. A shared kitchen where the sink is always full of someone else’s dishes. These look like failures of character, and we reliably explain them that way — people are selfish, people are short-sighted, people just don’t care. But there is a far better explanation, and it sits in the structure of the situation, not in anyone’s heart. It’s called the tragedy of the commons, and once you see it, you’ll see it everywhere.

Here’s the idea in one breath. A commons is any resource that’s shared and open — a pasture anyone can graze, an ocean anyone can fish, an atmosphere anyone can dump carbon into. When you take from a commons, you get the whole benefit of what you took, but you pay only a small fraction of the cost, because the damage is spread across everyone who shares it. That lopsided arithmetic — private gain, shared cost — quietly rewards everyone for taking more, and taking more, until the resource collapses. The tragedy isn’t that people are bad. It’s that they’re responding, rationally, to a structure that makes ruin the sum of sensible choices.

The seductive wrong move is to reach for character. If the village pasture is stripped bare, blame the greedy herders; if the fishery collapses, blame the greedy trawlers. Sometimes there’s genuine greed in the mix. But character is a weak explanation here, because the trap catches ordinary, decent people too — and a worse lever, because you can’t fix a structural problem by asking everyone to be nicer. Change the structure — who owns the resource, who pays for the damage, who’s allowed to take how much — and the “greed” quietly evaporates, the same people grazing the same cows on a pasture that now stays green.

A coastal fishing village shares one bay. Each boat owner knows that if everyone keeps catching at the current rate, the fish will be gone in a decade. Yet each keeps fishing hard, and the stock keeps falling. What does the commons lens say is the best explanation?

Why this is a real model, not just “people are selfish”

“People overuse shared things” sounds like plain common sense — until you notice how badly the common-sense version explains the world. If it were really about selfishness, then nicer, more cooperative people in nicer cultures would never overgraze, overfish, or pollute. But they do, reliably, whenever the structure is a commons — and the same people will carefully conserve a resource they privately own or jointly govern. That’s the tell that we’re looking at a structural force, not a moral one. The tragedy is produced by the shape of the incentives, which you met in the Incentives course: each actor’s payoff rewards taking, because the gain lands on them and the cost lands on everyone.

And like every good mental model, it’s portable. The same question — who keeps the benefit, and who pays the cost? — explains a medieval pasture, a collapsing cod fishery, a traffic jam, a draining aquifer, a course of antibiotics that breeds resistant bacteria, and a spam-clogged inbox. None of these need villains. They need a resource that’s shared, a benefit that’s private, and a cost that’s smeared thin enough that no one feels it — and ordinary people walking, sensibly, toward the cliff. Once you can see that structure, the disaster stops being mysterious and starts being predictable — which is the whole point of a model.

Why does the course insist the tragedy of the commons is a structural model, rather than just 'people are greedy' dressed up in fancier words?

How to use this course

One rule does most of the work: guess before you peek. When you hit an exercise, commit to an answer before revealing anything. The small sting of being wrong is what makes the idea stick — a smooth, nodding read-through teaches almost nothing. The exercises are the lesson; the prose just sets them up.
